Was political correctness the reason the Ft. Hood shooter was not arrested or court marshaled?

This guy was a wacko and they knew about it for 6+ months. He was promoted to major even though he should have been locked up for saying a suicide bomber is a hero. Is this a case of political correctness run afoul?
