How do I inform the public about a offender who isn't required to register?

I was aa ual ualt victim in 1991 at the age of 7. I live in NC and because my attacker was not convicted before 1996 (the years Megan's law was enacted) he is not required to register in our state. He lives less than 200 yards from a public playground andhas been suspected of re-offending since his release. What are my rights? In what ways am I allowed to notify the community that he is convicted pedophile? Can I post signs at the park, can I notify his neighbors, etc?
