Cheap way to fix a dip in a roof?

You most likely have to replace the plywood that is under the shingles. It's a bit involved and shouldn't be attempted if you don't know what you're doing. Can't hurt to call a roofer and get an estimate and go from there. It's difficult to say whether or not it will be cheap to fix without seeing it.
